I get that buzzing occasionally too right below my neck in the spinal area.
Doesn't last long and just figured its one of those wierd sensations that
you get. I get a similar feeling on the side of my head. That part had
previously been numb but I still get sensations like electrical shocks.
The shocks were jolting and painful before my head went numb but after
feeling returned they were much more subdued. I also notice that I mostly
get those sensations when I am overtired or stressed. Barb
