In some defense of the neuro...perhaps something was going on in the office that the message didnt get to him (needs to be fixed I agree) and perhaps he had an emergency..perhaps he ran out of hours in the day to return the call. I'd give the dog one bite, let him know I was unhappy, and see what happened again. Especially if the prior experiences with him were good..
