[TMIC] Neck coolers that you soak in water?

Does anyone know what goes in those cloth neck coolers that when dry feel
like they have pebbles in them, but when soaked in water swell up and hold
the water for hours? I can't even think of what they are called. I've looked
in the stores and so far haven't seen any here (which I find strange for
Arizona). But, I would like to know how to make them. HELP!
