Dear Carri:

If, as you said, your brother used a preapproved credit card application sent
to you and obtained credit and ran up the bill, you are not responsible for
the charges. Ask for a copy of the application form for verification and also
ask for a fraud affidavit to dispute the validity of the application.

If he used your card that was already activated, you can protest the billings
and ask that the charges be reversed to the place selling him the goods and
they can deal with him.
