"Disbled in America"

A few weeks before the 1992 presidential election, Bill Clinton=20 came to Ann Arbor. Although it was a chilly, October evening,=20 my friend convinced me to accompany her to the University of=20 Michigan campus to see if we could catch a glimpse of him. =20 After waiting for what seemed like hours in the front row,=20 I was freezing. =20

He finally arrived and, after a short speech, made his way=20 around the barricade, shaking hands and saying a few words=20 to each person. When he got to me, he gazed into my eyes,=20 holding my icy hand in both of his for a few moments, as=20 though trying to warm it. For that brief time, I felt as=20 though I were the most important person in the world to him. =20 I suspect it's this charismatic quality that gets him into=20 so much trouble with women.

I'm not going to defend President Clinton. His "inappropriate"=20 relationship with Monica Lewinsky constitutes a serious lapse=20 in judgment, to be sure. But, I've had a few of those in my=20 time, and, I surmise that most of my readers have too. People=20 with disabilities hold as many opinions about his culpability=20 as the rest of the population, of course, but, before we jump=20 on the bandwagon of derision, we should remember the ways in=20 which our 42nd president has furthered disability rights.

>From the beginning of his presidency, Clinton has urged strong=20 enforcement of the ADA (Americans with Disabilities Act). =20 After a two-year investigation by the the U.S. Department of=20 Justice, for example, the Wendy's restaurant chain recently=20 reached an out-of-court agreement to widen or remove its=20 zigzag lanes within 18 months. These lanes, also found at=20 other restaurants, banks, and movie theaters, are very=20 difficult for wheelchair users to maneuver through.

"Integrating people with disabilities into society, even=20 into a fast food line, is what the ADA is all about," said=20 Attorney General Janet Reno. "People with disabilities do=20 not want special treatment--they just want to be treated=20 like everyone else."

Although Clinton is not the only chief executive to take =20 an interest in disability rights, he is the first to appoint=20 so many people with substantial disabilities to influential=20 positions. =20

President Franklin D. Roosevelt had two people with polio=20 on his personal White House staff, according to Hugh G.=20 Gallagher, author of FDR's Splendid Deception (Vandamere Press). =20 President Reagan appointed Evan Kemp to the U.S. Equal=20 Employment Opportunity Commission, and President Bush named=20 him chair of the EEOC. Kemp had Kugelberg-Welander disease,=20 a progressive form of spinal muscular atrophy.

But, President Clinton, during his almost six years in office,=20 has appointed wheelchair users to several top-level postss,=20 including Judith Heumann as Assistant Secretary of Education=20 in charge of the Office of Special Education and Rehabilitaation=20 Services, Michael Winter as Special Assistant to the Deputy=20 Secretary of Tramsportation, and Marca Bristo, as chairperson=20 of the National Council on Disability. He also appointed Paul=20 Miller, a former White House staffer, to the U.S. Equal=20 Employment Opportunity Commission and former Rep. Tony Coelho=20 (D-CA) as Chair of the President's Committee on Employment of=20 People with Disabilities (PCEPD), and Susan Daniels as Deputy=20 Commissioner of the Social Security Administration.

Last September, he met with disability rights leaders to learn=20 about concerns of the disability community. At that meeting,=20 which stretched far beyond the scheduled two hours, unemployment,=20 work disincentives, and personal assistance were among the topics=20 discussed.

The president responded with an Executive Order for an all-out=20 attack on the 70% unemployment rate of people with disabilities. =20 A Task Force, with U.S. Labor Secretary, Alexis M. Herman, and=20 Tony Coelho, Chair of PCEPD, as co-chairs, and Becky Ogle,=20 co-founder of Justice for All, as Executive Director, has been=20 set up to address the problem and will make its initial report=20 this November.
