In my MS Facts book, the definition of tone is "The degree of tension
(resistance to passive stretching) in a muscle."

The definition of spasticity is "Increased tone and resistance to movement
developing in limb or trunk muscles because of damage in the central nervous
system."

So the doctors and the therapist could all be correct in using the terms.

Spasms are "involuntary contractions of spastic muscles".
